The management and consultation for the regulated recyclable waste collection and treatment business

The main aspect in this project was to assist the Environmental Protection Administration in the application approval for the regulated recyclable waste collection and treatment businesses that accept subsidies, as well as to supervise the environmental protection bureaus in the management for the registration and approval for the business operators so as to enhance the efficiency in the overall management for the said businesses. The major work items and achievements included: 1. Assistance in both documentary review and field investigation for the approval of qualification for subsidy. A total of 708 applications were completed including 53 field investigations that the average reviewing-days required for each case were about 17 days. The consultation provided to applicants has increased the rate of on-line application to reach 88.9% which also effectively facilitated the application and reviewing operation through electronic management. 2. Reviewing the application for certification of tax credit to off-set the procurement equipment or technology investment for the regulated recyclable waste collection and treatment. The project has completed 16 applications for the tax credits that totaled the amount for NTD 3.5 million.3. Assistance and supervision to environmental protection bureaus in the overall auditing and consultation to the regulated recyclable waste collection and recycling enterprises. The auditing and consultation to 19,608 collection and recycling enterprises has achieved the rate of over 100% auditing (the number of enterprises audited was 19,608/the number of enterprises already registered was 7,014), which surpassed the originally set target and achieved the goal of strengthening pollution prevention and upgrading the image of the industry.4. Assistance to the consultation for the regulated recyclable waste collection and recycling businesses. The project held 8 informative workshops for “Regulatory consultation to the recyclable waste collection and recycling business” as well as established the information hotline to provide more than 3,862 times of consultation to business operators, and made examples for references to applicants for the subsidy qualification so as to expedite on the application process. The project made the following suggestions: 1.To revise the scope and ratio for field auditing for the environmental protection bureaus in reference to the overall resource recycling business management model. 2. In response to the administrative reform within the Environmental Protection Administration and other government agencies, it was suggested to simplify the application procedure and the required documents to decrease the number of cases and the time needed to process them so as to upgrade the efficiency of operation. 3. To revise the management regulation for the regulated recyclable waste collection and recycling businesses to link with the local and central management mechanism so as to simply the process and to upgrade the administrative efficiency.
